Revamping No Child Left Behind

In WH speech, Obama vows to make American schools "the envy of the world" again, will allow states to opt-out of NCLB if they set higher standards. 
Obama: "We're lagging behind where we need to be."

Says we need to act now, can't allow another generation of students to fall behind.
