Carney says embassy employees in Tripoli will leave, U.S. will move forward with unilateral sanctions against nation.
We are acting to "put pressure on the regime to cease this horrendous activity."
Best case scenario would be "a government that ... treats its people well, that is responsive to the aspirations of its people, that includes its people in the political process in a democratic way."
There has been a "clear reason" why U.S. has handled itself the way it has this week.
Situation remains "dangerous" and "unresolved."
