HALPERIN'S TAKE: The White House knows the media is inclined to take every coming departure from the senior ranks of the administration (inevitable and business-as-usual after any midterm election) as some metaphysical sign of systemic trouble with Obama, and has done its best to background reporters on this one with a nothing-to-see-here-move-on message.  But the presidential spinners' efforts only partially worked in this case.
