Ben Nelson votes no with GOP bloc, Reid votes no so he can bring up the motion again.

Reid: "We will not tolerate efforts to slow-walk this process or water down this reform."

Kerry: "It's been nearly two years since the Wall Street meltdown and still the Republicans are blocking reforms to end the policies that allowed it to happen."

Scott Brown: "My vote is not a vote against financial reform; instead it's a vote to insist that the parties continue bipartisan negotiations."

Menendez: "Wall Street reform is political dynamite and Republicans just lit the match."
