Obama says in weekly address he'll ask all departments, agency heads for specific budget cut proposals at his first full Cabinet meeting early next week.

Also names former CEO Jeffrey Zients as chief performance officer and Virginia's Technology Secretary Aneesh Chopra as chief technology officer.
