Duncan: Big City Mayors Should Control Schools

Education Secretary says Tuesday there’s too much turnover among superintendents in cities where the mayor isn’t in charge of the school systems.

Tells U.S. Conference of Mayors if more don’t start controlling public schools in their cities under his tenure, he will have failed as secretary.
