Three-judge panel in Minnesota orders a review of up to 400 new absentee ballots opened and counted, far fewer than the incumbent wanted.

Minnesota Star-Tribune calls it "a potentially decisive ruling" likely favoring Franken.

Ballots are to be delivered to the Secretary of State's Office by April 6 and opened and counted April 7.
