Obama Vows to Change TARP Spending


The president-elect tells reporters major changes are in store for the second half of the $700 billion rescue package.

Says after meeting with President Calderon: “I think many of us have been disappointed with the lack of clarity, the absence of transparency.”

Adds that helping homeowners and small businesses are among his priorities.
