Illinois Lt. Gov: State An “International Laughing Stock”


Pat Quinn tells local radio station he wants to form a panel to clean up corruption in state’s government. Also says governor shouldn’t have appointed Burris to Senate.

Quinn would become governor if Blagojevich leaves office.
