Government spokesman Thomas Steg said during a Berlin briefing that a team representing the Illinois Senator arrives in Berlin Monday to seek out a speaking location.
There has been debate over whether he should give an address outside Berlin's Brandenburg Gate.
Steg: "It's possible that this particular place no longer has the very highest preference."
Obama is expected to stop in Germany July 24.
