Sen. Clinton delivers the commencement address at a Bronx high school Sunday. "I have just finished the most extraordinary experience that anyone could possibly have. Advisers say the "Enron Loophole" was championed by McCain backer Phil Gramm, excludes some energy traders from regulation.
